Unraveling the Complexity of the Public Benefit System  

Speaker (s): Leslie Boutin, Community Service Society

This training is designed for the social service professionals new to the complex world of public benefits. We will review the differences between needs-based and insurance-based benefits, discuss key concepts such as income, resources, work history, category, and immigration status requirements, and introduce several major benefit programs including Cash Assistance, SSI, and Social Security benefits, Medicaid, Medicare, Family Health Plus, Child Health Plus and SNAP.  We will also discuss how benefits are administered and accessed. Case examples and practical advocacy tips are included.

Demonstration of Benefits Plus®

 Benefits Plus® (http://benefitsplus.cssny.org) is the Community Service Society’s (CSS) comprehensive online public benefit manual for health and human service professionals who work in NYC.   A one stop resource manual on 60 different federal, state and local government benefit and housing programs and services, it is filled with information on how programs work, who qualifies, application and recertification procedures, return to work provisions, appeal procedures, and more.   During the workshop you will learn what is inside Benefits Plus® and how to effectively navigate it so you can find the information you need quickly and easily. Find out about our free resources, such as our popular SNAP Calculator.  You will have the opportunity to sign up for a free 30 day trial run.  Come and discover why Benefits Plus® will save you time, make your work easier, and help you become a more effective advocate.

The Nuts and Bolts of SSI and SSDI

To be an effective advocate it is important to understand the distinction between Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI). This training highlights the differences between the two programs and teaches advocates how the programs interact with each other.  You will gain insight into the eligibility criteria for both SSI and SSDI, understand the ongoing requirements for maintaining the benefits and learn the type of health insurance recipients receive with each benefit.

The Impact on Benefits When SSI/SSDI Recipients Return to Work

Speaker (s): Diane Wenzler and Leslie Boutin, Community Service Society

Many individuals want to work but are unsure how earnings will affect their SSI or SSDI benefit.  You will learn how an SSI or SSDI recipient’s benefit will be affected when making the transition to work, including how to determine break-even points for SSI earnings, what happens when an SSDI recipient enters and ends a trial work period, and what an extended period of eligibility is.  We will also cover how earnings impact Medicaid and Medicare, and more.
